Take a look at package ocaml, which is the dev part of package
ocaml-base (same as ocaml-nox/ocaml-base-nox):
$ dpkg -L ocaml | grep graphics.cmxa
graphics.cmxa
Package ocaml-base is only a runtime package containing required object
to run OCaml bytecode (i.e. .cma/.cmxs for plugin and .so).
I also close the bug.
