Bug#457014: ocaml-nox: Bad permissions on ocamldoc-api-ref-config

I'm seeing several ocaml-related build failures.  For example, from my
cryptgps build log using an i386 pbuilder chroot:

ocamlopt   -a -o cryptgps.cmxa crypt_aux.cmx cryptsystem_64.cmx cryptmodes_64.cmx crypt_blowfish.cmx crypt_des.cmx crypt_3des.cmx crypt_blowfish32.cmx

I can also reproduce this on amd64 using ocaml packages compiled from
source.
