It appears to be a bug indeed, a pity it ended up in unstable. Let's see
what we can do for the next point release.

Are you able to install libcurl-ocaml-dev alone?

Are you able to install the two packages together without *apt*
complaining about conflicts (but of course getting an error from dpkg)?

I think here there is for sure an undeclared Conflict among the two -dev
libraries and maybe, but not sure, a dependency error in
libcurl-ocaml-dev...
