The line mentioned above was default content of option motd_html
which was removed in MLDonkey 2.7.7.

You download.ini file is bogus (it's not a problem with the mldonkey
package). Namely the quotes are not propertly escaped in it:

motd_html = "<br><div align="center"><h3>Welcome to MLdonkey</h3></div>"

which explains the parsing error.

OTOH, the download.ini.dpkg (which is the one provided by the debian
package) is ok:

motd_html = "<br><div align=\"center\"><h3>Welcome to MLdonkey</h3></div>"
