it is still not very clear to me how new sub-policies are being evalutaed and 
added, but my personal opinion is the the ocaml-policy should start being 
distributed in a basic ocaml package (ease editing) unless it is mature 
enough to go through the policy process (a little bit of pita initiative 
though).
