There is no real need to bump the build-deps. A bumped build dep would
be a "lie" if a package builds with a previous ocaml version. A
non-bumped one, in the worst case, would mean the autobuilders build a
package with an old ocaml version. Not a big deal: the package would be
RC, but can be rescheduled requiring a binNMU.
