Bug#245171: ocaml-tools: OCamlMakefile fails to set -fPIC

When compiling C programs for inclusion in a shared library,
OCamlMakefile fails to set -fPIC.  I have had to manually add it to
CFLAGS for several programs.  See #237688 for an example.
