With the pabc target, the following command is attempted:

ocamlc -passopt "-pack"  -I configparser/  -I /usr/include/ocaml/3.07 -I
/usr/include/ocaml/3.07    -ccopt -Lconfigparser/      \
                          -o jglib.cmo configparser/configparser.cmo
                          /usr/bin/ocamlc: unknown option `-passopt'.
