libxlib-ocaml should be renamed to libxlib-ocaml-dev

According to the (up to coming) OCaml Packaging Policy (look for a draft
in /usr/share/doc/ocaml/ocaml_packaging_policy.gz) packages named
libsomething-ocaml should contain shared objects and packages named
libsomething-ocaml-dev should contains the other stuff.
A package that doesn't cotnain shared objects should be named
libsomething-ocaml-dev.
Please not that this also cause problem with the standard debian policy
which prescribe that a package belonging to section "lib" shall not
contain any executable file and libxlib-ocaml contains at least two
-config scripts (see for reference and for a probable bug report to
libxlib-ocaml:
