Hmmmm..... how the hell can we provide them such "papers" related to Debian exams???

Good question ;-)
I think the only way is that you start working and hope you will earn enough to survive the first years. You have to build your own reputation and if you start offering Linux classes with an emphasis on Debian you might provide a certificate containing the stuff you teach.

On the other hand I think there will never be something like MCSE (Minesweeper Consultant and Solitaire Expert) for Debian. I think Redhat tries to offer such certificates, but do they make sense? You should not only certify the learning matter but more important the ability to learn continuously after finishing the course.

It seems to be a longterm project. Look at http://www.deming.org/ for further hints related to quality. If one of you speaks german http://www.deming.ch/ might be a better place. I don't speak polish, here Deming is at least mentioned: http://www.mba-niemcy.ae.poznan.pl/program.html

I wish you good luck and success!
Peter
