I think you might have better luck with the DebianNP (Debian for Non-Profits) 
sub-project and mailing list (cc'd).

The debconf4 mailing list was mostly used for Debian's most recent meeting 
which occured in Porto Alegre, RS, Brazil.

You might want to wait for sarge (Debian 3.1) to release (even if it doesn't 
happen according to the September 15th schedule). It will save you a lot of 
time and effort.

You can start testing right away by installing the in development version of 
sarge on another system and test migrating configurations and making sure all 
your required dependencies are present and working. This will also give you a 
chance to become familiar with the Debian system. Then when sarge officially 
releases you'll be ready to do the transition.
