I support Sergio de Almeida Cipriano Junior <sergiosacj@riseup.net>'s
request to become a Debian Developer, non-uploading.  I have worked
with Sergio de Almeida Cipriano Junior on the Debian Brasil community
for 5 years and I consider him as having sufficient technical
competence.

Sergio Cipriano and I met online back in 2020 when he was beginning
his involvement with the Debian project.  He started learning about
packaging from scratch, and I remember he made great progress.  In
just a couple of months he was already doing complex packaging work
and after some time he decided to apply to become a Debian Maintainer,
a title which he maintains to this day.

His life eventually got busy with studies and work responsibilities,
but that did not stop him from contributing to the project.  He has
since assumed a mentorship and organizational role in our local
community, helping to bring more newcomers from his alma matter and
serving as the focal point between Debian Brasil and the university
staff.

He is still involved with packaging and maintains a few of them, but
because his time is limited he decided to apply to become a DD
non-uploader now, which I support.  I know his intention is to apply
to become a DD uploader, which I am sure will happen soon.

I have personally worked with Sergio de Almeida Cipriano Junior
