I support Cordell Bloor <cgmb@slerp.xyz>'s request to become a
Debian Maintainer.  I am working with Cordell Bloor on
integrating packages to provide natively the ROCm stack in
Debian for more than a year and I consider him as having
sufficient technical competence.

As member of upstream ROCm development team, Cordell has
provided us with invaluable help on integrating the low level
components of the ROCm stack, a notoriously difficult task due
to ROCm releases reliance on a their fork of llvm.  He is also
in the process of packaging upper level ROCm libraries, and has
shown eagerness to work with rigor, leading from few to no round
trip for each sponsored upload.

I have personally worked with Cordell Bloor <cgmb@slerp.xyz>
(key 0CE06FE392AA48F8D22E4471F9EF8EE0C021630F) for a year or so,
and I know Cordell Bloor can be trusted to have upload rights
for their own packages, right now.
