I support Carlos Henrique Lima Melara <charlesmelara@riseup.net>'s request to
become a Debian Developer, uploading.

I have worked with Carlos Henrique Lima Melara for 14 months on a variety of
packages and issues and I consider them as having sufficient technical
competence.

I first met Carlos during Debconf 22 in Kosovo (14 months ago). We then started
working together on packages, meeting weekly at Debian Brasília's weekly
meetings.

It was evident since the beginning that Carlos was a quick learner and he could
sort out any types of issues. This is due to him having worked with packaging
since at least 2020.

I know Carlos has become a DM less than 6 months ago, but he was already past
the level of knowledge required for a DM before that. I wanted to wait until I
had more experience working with him.

Now Carlos once again has more than enough experience required to be a DD, and
the Debian project will benefit a lot from having him as an official member.

During the weekly Debian Brasília meeting, Carlos is now taking the role of not
only helping other newcomers, but also helping other DDs with packaging issues.
All of this while being kind and polite to people seeking for help, he's a
force multiplier in the project.

To provide concrete examples packages we worked on together:

I have started handing out CVE fixes of the curl package to Carlos, and he has
done a great job a it. He's knowledgeable about how we fix CVEs on Debian and
has done both proposed-updates and security uploads fixing CVEs.

I have personally worked with Carlos Henrique Lima Melara

14 months, and I know Carlos Henrique Lima Melara can be trusted to be a full
