I support Francisco Vilmar Cardoso Ruviaro <francisco.ruviaro@riseup.net>'s
request to become Debian Maintainer.

I have worked with Francisco Vilmar Cardoso Ruviaro on all of the packages he
maintains and a good amount of his QA uploads as well for 6 months (his first
upload was 4 months ago) and I would like him to be able to upload his packages
himself without the need to get a sponsor.

Francisco has been doing an outstanding work at the packaging tasks he's
assigning to himself, showing me more than once that he's very good at solving
previously unseen issues with little to no help, while at the same time
understanding when and how to get help when needed.

Francisco worked on a wide range of packaging areas/issues, examples include:
QA, packaging new releases, introducing new packages, working with packages
from different programing languages and its debhelper extensions, team uploads,
backports uploads, experimental uploads, closing RC bugs, migrating packaging
to salsa and sending patches upstream.
On all of these tasks I could see that Francisco progressed a lot since our
first contact in February (he already had a good basic understanding of
packaging at the time) and it has been a while since I'm confident that he has
what is needed to become a DM.

I'm sure having Francisco as a DM will only increase Debian's technical level.
