Debian Maintainer application for Andrew Kelley

I believe that Andrew Kelley has the technical skills needed to maintain Debian
packages. I support his application to become a Debian maintainer.

I have worked with him on the multimedia and javascript teams, and has
shown excellent disposition, as well as a very good grasp of what
needs to be done to conform to debian standards.

He has shown he is not afraid to ask when in doubt, and willingless to learn.

I fully recommend he become a DM.
