I advocate Herbert Parentes Fortes Neto to become Debian Developer, uploading.

I have known and worked with Herbert for a sufficiently time and I trust him to be a DD. Herbert has done very good packaging work on non-trivial packages. He has a particular passion for packaging and he always tries to do a good work. Other important detail is he maintains strict relationship with upstreams to improve the source codes.
I know Herbert can be trusted to have full, unsupervised, unrestricted upload to the archive. I think that Herbert will be important for Debian Project and I recommend him as applicant for DD uploading.
