Advocacy for David Steele

Hello,

I advocate David Steele to become Debian Developer, uploading.
Advocacy text:

David has been contributing to piuparts since 2011, so that there are now 104 commits from him in piuparts.git, including code for displaying the piuparts results in the PTS, to which he also supplied the needed patches. Naturally by working on piuparts for this long time he has also proven he understands Debian policy, why its useful and how to make sure packages comply to it (plus a bunch of other things like archive layout, multiarch packages and several typical error classes people make and piuparts detects.

In those three years he has shown commitment, patience, willingness to improve patches and in general has been a pleasure to work with.

Besides working on piuparts he also maintans two package in the archive, see https://qa.debian.org/developer.php?login=dsteele@gmail.com - so I believe he should gain upload rights to maintain them properly and at ease.

He has also done a quite thorough analysis of sponsor ship requests, see https://lists.debian.org/CAOHcdNboSEdkBtS3ZYWaC1bkM=1Nnn+A86nmzLT+hMA9jB=QtA@mail.gmail.com for his latest mail on this topic. Thus I also think he will become an active sponsor in future, which is a kind of contribution Debian needs more.

I haven't met him in person yet, but look forward to have this expericene at DebConf14, which he (and me) will attend. And I'm confident enough about him, that I'm sending this advocy *now* and not after in five days, when we will have met :-)
