I advocate Emmanuel Bourg to become uploading DD.

I hereby advocate Emmanuel Bourg. I recognize that he has been a DM for less than 6 months, but during his work on the Java team he has been a significant contributor in helping to improve the state of the Java packages within Debian. He also works well with upstream. I trust him with DD status and look forward to him joining the project as a developer.
