2. Background
-------------
   Applicant writes:

   I'm a GNU/Linux sysadmin living in Paris, France. I came to GNU/Linux in
   1999, definitly leaving any closed operating system behind. I fully
   agree with the definition of free software and the key role it plays in
   our society. I'm willing to help for this reason ans because operating
   systems are a too important thing to only let private companies to play
   with. I also find free software and computer science intellectually
   challenging.

   I use Debian as primary workstation for quite a few years now and I was
   looking for a way to contribute to the free software community until
   Raphaël Hertzog (buxy@debian.org) offered a contributions contest to the
   Debian project. After some time contributing to the Debian project I was
   one of the winners of the contest and never stopped contributing.

   First time in Debian, I've been offering patches to improve different
   applications in the Debian infrastructure (piuparts, pyversions,
   apt-mark, lsb_release and reportbug). I contribute on a regular basis to
   Reportbug, because I consider it's a really important piece of Python
   code for Debian. Lately I've been mostly involved in packaging Python
   applications with the Debian Python Modules Team and Python Applications
   Packaging Team.

   My next step will consist in going on with Python applications packaging
   and enforcing my participation to Debian QA.

3. Philosophy and Procedures
-----------------------------
   Carl has a good understanding of Debian's philosophy and procedures
   and answered all my questions about the social contract,
   DFSG, BTS, etc. in a good way. Carl committed to uphold the SC and DFSG
   in his Debian work and accepts the DMUP.

4. Tasks and Skills
-------------------
   Carl has a good understanding of the technical side of Debian.
   Carl is maintainer of 18 packages in Debian, see DDPO. (Mostly
   sponsored by piotr@d.o).
   All packages are in good shape.
   Carl also answered my other questions regarding T&S without problems
   and provided patches for RC bugs.

5. Recommendation

   I recommend to accept Carl as a Debian Developer.
