He has always done an excellent job and has been very responsive. Julián is already a DM, and is maintaining (or co-maintaining) a relevant number of Debian packages [3]. He is also already active in Debian social activities [4] in his country (Colombia) and he is planning to promote development of Debian Contributors there. I definitely think that Julián is a good candidate and can be trusted to have full, unsupervised, unrestricted upload to the archive right now.
