I have been watching Arno's package reviews to the debian-mentors email
list, and his helpful feedback to new contributors in the #debian-mentors
IRC channel. He is helpful and gives technically solid feedback in
messages like (for just one example):

Additionally, I have reviewed a complex package he maintains
(trafficserver), where he made nearly all decisions correctly before I
found his work, and responded very quickly to changes I suggested. I'm
confident that he knows how to maintain this package, and that if he wants
help on improving his packaging he will ask for feedback.
I hereby support Arno's application for DM, and I also believe he should
start NM soon. This is because Arno totally rocks.
