I have personally worked with Arno for a sufficiently long time, and I
know Arno can be trusted to have full, unsupervised, unrestricted upload
to the archive right now.

Arno maintains a package in Debian, trafficserver, that I have sponsored.
Through his packaging work there, he earned DM status with me.
I have met him in person, and I have seen the package review he does on
the debian-mentors list, and I have seen the helpful replies he gives on
#debian-mentors.
He deserves upload rights and a vote. The NM process will be a breeze for
him.
He understands the importance of new contributors to Debian; this is
evident from his work on debexpo with me. He has taken the project over as
primary maintainer.
He and I work well together; he is not afraid to ping me relentlessly, and
yet he is friendly and deferent.
His work with other Developers (as you can see from his Advocacy emails)
is also of excellent quality.
