2. Background
- -------------
   Applicant writes:

My name is Muammar El Khatib. I am 24 years old. I live in Maracaibo
which is a
city situated in Venezuela. I am finishing Chemistry at University. I
am doing
my thesis on quantum chemistry. My thesis is about quantum optics.

I came to Linux because when I began to work on my thesis, the
laboratory where
I work since that, uses Linux to run some calculus. When I started to use
Linux I developed a kind of curiosity to know what was happening
behind the OS I
was using. After a big research, I found out that Debian was one of
the biggest
and oldest Linux distributions, and furthermore Debian let you to see
what was
happening behind. So, I decided to volunteer my time to Debian Project
and I got
involved.

My first contribution to the project was that I adopted a package which is
called Scalapack. I began to work on it until I finally made possible
to get it
into Debian. Then I started to look for another packages and so on.
After some
time, I was invited for some universities and governmental entities in
Venezuela
to give talks about Debian. So, in some way, I have helped to spread
Debian in
my city and country. In the links I show below, you would see some of

Now I have 11 packages in main, and I have some more I would like to
get into
Debian Archive (5 ITPs). I have done QA work sending pings to those
bugs that
have lots of time without any activity. I also have fixed bad
formatting in some
reports. When I find a bug I submit it to the BTS but checking if it
is not
known before. I am in some Debian Mailing lists and I help users.

I am interested in packaging, QA work, and science packages. In the
future I'd
like to help new people as a mentor, because I think that all the
process of
looking for sponsors to get packages into Debian is one of the greatest,
difficult, important and demanding parts of the project because of the
fact that
mentors have to ensure quality in that process. Being an AM would be
something
I'd like to do, too. There other aspects I'd like to get into, but I
need to
accomplish some steps first, and one of them is to be DD so that I will
be able to know more and more about the project.

3. Philosophy and Procedures
- -----------------------------
   Muammar has a good understanding of Debian's philosophy and procedures
   and answered all my questions about the social contract,
   DFSG, BTS, etc. in a good way. Muammar committed to uphold the SC
and DFSG
   in his Debian work and accepts the DMUP.

4. Tasks and Skills
- -------------------
   Muammar has a good understanding of the technical side of Debian.
   He is maintainer of 12, including amsn, tcltls, eterms among others
(sponsored
   by naoliv, anibal, bureado, etc.).
   All packages are in good shape.
   Muammar also answered my other questions regarding T&S without problems
   and provided patches for the following RC bugs:
