in nm_pp1.txt, we link to:

A small Guide "Writing Debian package descriptions".
That page is not there anymore, and I didn't find a replacement.
However, the same or very similar content seems now to be in the
Developer's Reference "6.2. Best practices for debian/control", so I
suggest we just drop that link.
