Dating the origin of Debtags

Hello,

I had a chat with an applicant about the start of Debtags, after this
question from the templates:

> > PH5b. There's one new (from the end of 2006) concept in Debian, called
> > debtags. Please describe what debtags is, and how you can support
> > it. Do you find it useful?

He correctly remembered that Debtags was already around before 2006.

Come to think of it, one could track the start of debtags to a
conversation I had with Bdale at LCA in Perth in January 2003, although
me and Erich Schubert have been independently playing with some ideas
even before that.

It's harder however to tell at what point one could say that it actually
entered Debian.

If one would associate it with tags entering the Packages file, that
happened after some work I did with AJ at the Debconf in Finland.

If one would associate it with the web-based tag editor, I don't
actually remember when that happened.

Maybe the templates should just remove the "new" bit, and assume that
Debtags is a bit of Debian just like anything else.

How about:

PH5b. Please describe what debtags is, and how you can contribute to
it. Do you find it useful?

Ciao,

Enrico
