2. Background
- -------------
   Applicant writes:

     My first experience with GNU/Linux is about ten years ago. I tested several
     distributions just because of curiosity. In 2000 I decided to use Debian
     as my main operating system and got first involved in packaging in 2004.
     Since a couple of years, Debian is my only operating system which I use for
     every day work, because of its high reliability.

     I am mainly interested in cognitive science (which I also study),
     especially computer science, machine learning (subsymbolic), and
     neurobiology. Due to the interdisciplinary character of cognitive science,
     I need software from various areas and I try to use only free software,
     although this is not always easy.

     My contribution to Debian is at the moment, and will also in future be
     focused on packaging software related to my fields of interest. However, I
     am also open to contribute in any other way that may arise in future. I
     fully admire the principles of free software and like to actively support
     them.

3. Philosophy and Procedures
- -----------------------------
   Philip has a good understanding of Debian's philosophy and procedures
   and answered all my questions about the social contract,
   DFSG, BTS, etc. in a good way. He committed to uphold the SC and DFSG
   in his Debian work and accepts the DMUP.

4. Tasks and Skills
- -------------------
   Philipp has a good understanding of the technical side of Debian.
   He maintains several packages - some of them as co-maintainer. He got DM
   upload right for all of them and they're all in a good shape.
   Philipp also answered my other questions regarding T&S without problems
   and provided patches for RC bugs and prepared NMUs.

5. Recommendation
- -----------------
   I recommend to accept Philipp as a Debian Developer.
