I don't think that's reasonable. Instead, you should both collaborate so
that kdeartwork becomes robust against changes in xscreensaver. For
example, by xscreensaver providing a list of shipped screensavers
somewhere under /usr, and kdeartwork using that list from debian/rules
to install only wrappers for those (as opposed to .install files).
