Probably the usual "people are busy with other things" excuse. It's very
frustrating to see that it prevents valuable contributors from
contributing to Debian as much as they would want to, and that it causes
some of them to feel left behind, or to reconsider their involvement in
Debian and get involved in other, more welcoming projects. But Debian is
Debian. In a few weeks/months, the queues will probably be empty again,
and people will stop considering this as an issue, until the next time
it happens.

Haven't you noticed that Debian is usually better at dealing with bugs
than dealing with people? ;)
