Well, it does not work for me.

My mail settings in LDAP are:

a) zen.spamhaus.org.
b) greylisting.

zen is the sum of sbl+xbl+pbl, merkel.debian.org has IP 192.25.206.16
and the rblcheck tool says this:

$ rblcheck -s pbl.spamhaus.org 192.25.206.16 | grep spamhaus
192.25.206.16 not RBL filtered by xbl.spamhaus.org
192.25.206.16 not RBL filtered by sbl.spamhaus.org
192.25.206.16 not RBL filtered by pbl.spamhaus.org

so no, I'm not blocking mail from merkel in master, unless merkel follows
RFC 2822 in a broken way that makes greylisting in master not to work.

The problem seems not to be on my side.

Could you please take a look at the logs? I retried a few minutes ago.
