I fear I have to surprise you as well. ;-) If this is not a new idea, why hasn't it been addressed yet? (Shortage of resources I hear you scream - but read on.) I can see in a later posting of yours that the DAM job can supposedly only be done by a few extremely trustworthy people. I am not sure that I understand this. The NM process is a multi-stage process, multiple parties are involved in making someone a Debian developer.
