Tatsuya was reassigned to me after Pascal Hakim, his original AM,
didn't have enough free time to finish the application. He asked the
usual questions and checked the answers. I only clarified some things
and did the package check.

2. Philosophy and Procedures

   Tatsuya did has a good understanding of Debians Philosophy and
   Procedures. He answered all of Pascal's Questions about our Social
   Contract, the DFSG, the BTS, etc. in a good way.

3. Tasks and Skills
-------------------
   Tatsuya is Maintainer of apel, bitmap-mule, flim, im, mew, mew-beta,
   mule-ucs, mu-cite, wl, wl-beta, select-xface, semi, x-face-el, all
   Packages in Debian (sponsored by Fumitoshi UKAI (ukai), Mutsumi 
   ISHIKAWA (ishikawa), Shigeo NOSHIRO (noshiro), Akira OHASHI (bg66),
   Makoto OHURA (ohura) and Takuo KITAME (kitame))
   He also answered Pascal's other Questions regarding T&S without problems.

4. Recommendation

   I recommend to accept him as a Debian Developer.
