IMHO there are two questions which should be asked first, for both
the applicant and his advocate.

 - What {do you,does the applicant} want to do for Debian?
 - What {have you,has the applicant} already done for Debian?

Both questions should be easy to answer for a serious candidate,
and his advocate should have at least an idea about the answers.
