create accounts.

Perhaps we need a more well-defined action to take here rather than
relegation to the DAM.

Lots of us think something along the lines is a good idea. Refusal of
the parties who actually need to be involved in these changes (front
desk and DAM) to engage in the discussion puts a bit of a damper on
things.
