David started his application on early February 2002. Since then, he has excused himself for lack of reaction to his nm process a few times, due to personal problems. The last time he seemed to be ready to continue was, AFAICT, May 2002. I mailed him P&P questions and never knew anything from him. I can only conclude he doesn't have time for Debian right now, so I'm rejecting his application. David, if in the future you're ready and want to join, you just have to reapply.
