Philosophy & Procedures
-----------------------
Matthew has answered my various questions about Debian's philosophy and
procedures to my satisfaction. He's conveyed a good knowledge of the
difference between free beer and speech, licensing issues, how to deal
with the BTS and how to package software well.


Tasks & Skills
--------------
Matthew has packaged a PAM module used by the Univeristy of Wollongong
which he also wrote. The package was lintian clean without any need of
input from me.


Recommendation
--------------
I recommend that Matthew be accepted as a Debian maintainer.
