Summary: I recommend accepting Lars.
Lars is the founder of the company Network Digitale AS in Norway
(http://digitale.no/), which uses Debian for a firewall. He intends
to focus on security related packages, and might work on the norwegian
translation of the webpages.

Lars lives in the southern mountain regions of Norway and has no
developer nearby. Therefore, he sent me a scanned ID and gave me the
email adresses of several people who would be able to recognize him.
I randomly chose one, and he confirmed that the depicted person is
Lars Bahner.

I asked Lars the sample questions from the HOWTO, and he answered them
satisfactory.
4. Tasks and Skills
-------------------
Lars answered the questions from the HOWTO correctly. He has packaged
"cryptcat", an encryption enabled version of "nc" and written a
manpage for it. The package was sponsored by Daniel Silverstone and is
in sid/non-us. I looked at it, and it was done well.
