The first question is if he really needs to be a developer. Translations
are normally handled by CVS or through the respective package
maintainers (debian manuals, etc). Some non-developers have cvs access
to the appropriate groups, so that shouldn't be a problem.

I guess there are bits of the webpages that haven't been translated to
spanish. Maybe that'd be a good task.
