3. Philosophy and Procedures
----------------------------
Ricardo answered a P&P template beautifully, showing he had studied the
documentation thoroughly. He explained the DFSG, Social Contract,
answered about licensing, about BTS, NMU's etc.
This step was very well done.

4. Tasks and Skills
-------------------
Ricardo plans to package PyQT, python bindings for libqt. That package
is still under development, but one it depends on, sip, was the one I
had a look at.
It was very well packaged, the only minor issue was the lack of a
versioned debhelper Build-Dep.
T&S passed too.

Summary
-------
I recommend that Ricardo gets accepted into Debian.
