He has a good knowledge how Debian works and where to look for
information/help.

David has packaged searchandrescue (already in unstable). The package is
in a good state and he reacts fast when he gets bug reports.

He is also working on the new installer and he has already uploaded
some udebs for it. I asked developers working with there
him if they can recommend him becoming a member of Debian:

Randolph Chung:
David has done an excellent job with netcfg (network configuration tool
for debian-installer). He has been very good at tracking down problems,
sending in patches, etc. I'd definitely recommend him.

Joey Hess:
David came up to speed very quickly on debian-installer and has done some
valuable work. I can attest to his technical experience plus his ability
to work in a free software project.

I recommend that David becomes a member of Debian.
