STEP 2: IDENTIFICATION

Stephen has provided a GPG key bearing the signature of at least one
other Debian developer.

STEP 3: PHILOSOPHY AND PROCEDURES
- ---------------------------------
The applicant was already familiar with Debian and our documents such
as the Free Software Guidelines, Social Contract, etc. prior to
applying.  In our IRC conversations, he demonstrated thorough
knowledge and thoughtful consideration of all relevant documents and
philosophies.

STEP 4: TASKS AND SKILLS
- ------------------------
Stephen is interested in maintaining Debian packages.  To this end, he
is beginning with the 9menu package (debs at
http://www.snowman.net/~sfrost/debs/).  I am satisfied that he is
technically competant for being a Debian maintainer.  As a
miscellaneous item, it may be worthwhile to note that he has
contributed to kernel 2.4.

CONCLUSION: I heartily endorse Mr. Frost's application.
