Bug#1121381: obs-studio: Unused build-dep libvpl-dev

Dear Maintainer,
obs-studio has Build-Depends: libvpl-dev, but produces no binary packages with
Depends: libvpl2.
According to Salsa commit 6b85e2a000683a266e1de903f586f259677a0ee1, this
build-dep was added because upstream docs mentioned it. However, I believe
it is used exclusively by plugins/obs-qsv11/, which has been removed entirely
from the Debian sources.
Removing the build-dep does not appear to cause any problems with building the
package. I assume it ought to be removed, to prevent any accidental unmarked
binary dependencies if things change in the future, but I don't really know
what the policy on these things is.
