Dear Maintainer,

after upgrading Debian 12 to Debian 13, opening mp4 file in mpv, click
hamburger menu of a mpv, select History menu entry. It complains that the file
$HOME/.local/state/mpv/watch_history.jsonl does not exist.

Actually also the mpv folder of that path does NOT exist. When I create that
folder manually and re-launch mpv, then it creates that file in that folder.

I think that the user should not be bothered to find and create the folder
manually.
