Since I wrote that, Debian 12 and then 13 have been released. I think it's time we seriously look at removing Clutter during the Debian 14 cycle, so I'm raising this to RC for forky.
Looking at codesearch, it looks as though all the calls into clutter-related APIs are commented-out, so perhaps this dependency is not actually needed? If it can be removed without affecting functionality, please do.
If my assessment was correct, then this should be an easy fix.
