Bug#1111691: libmysofa: autopkgtest fails because of missing bzip2

Severity: important
libmysofa tests assumes that bzip2 is installed, without declaring it
in its debian/tests/control file.
However, "autopkgtest is trying to reduce the test bed", see
https://salsa.debian.org/freexian-team/debusine/-/issues/1031#note_643361
so the dependency should be declared explicitely.
