To me it looks like the project has moved from Sourceforge to nwtime.org / GitHub.

* PTP Management clients may now subscribe to push notifications for management events permanently, without needing to ever renew the subscriptions.
* Numerous minor fixes for the ts2phc utility program.
The release notes from the previous version 4.3 tell about new major features:
