Bug#1093644: audacity: rms.ny not compatible with current version

Dear Maintainer,

upon new install of audacity , audacity attempted to load plugins that
were installed along with it
including /usr/share/audacity/plug-ins/rms.ny

however upon running audacity for the first time a popup error saying
that  /usr/share/audacity/plug-ins/rms.ny was not compatible with this
version was displayed (didn't
catch the exact wording), and that this plugin could be enabled
manually in 'manage plugins'
when i go into 'manage plugins' i do not see it.
