Bug#1078862: Please upload 1.3.x to unstable

inkscape 1.4 was recently uploaded to Experimental. Unfortunately, it
fails to build on too many release architectures. (The release
architectures are the architectures with white highlighting in the
below link.) This needs to be fixed before we can upload inkscape 1.4
to Unstable.
