Bug#1076478: ffmpeg hevc_vaapi and h264_vaapi stuck at q=-0.0

`ffmpeg version 7.0.2-1 Copyright (c) 2000-2024 the FFmpeg developers` is already back to normal.
version 7.0.2-2 is also ok now.
