Bug#1069255: libheif: please consider using aom as the preferred plugin and demoting x265 to suggests

Those are distribution choices (and Debian is not Ubuntu), they applied these changes to avoid having dav1d and x265 in their main repo. Not sure why we should follow their choices especially when they seem wrong: dav1d is known to better perform for decoding av1 than aom.
